近年、ニュー・パブリック・マネジメントにみられるように、文化政策の領域における新自由主義的価値観が支配的になってきています。一方で、社会的排除を問題視し包摂への方策に注目する文化政策の研究と実践も出てきています。
「アートxケアx文化政策」研究会は、こうした二極化を鑑み、文化政策研究とケアの理論の接続を試みようとしています。第一回公開研究会となる公開シンポジウムでは、現代日本の文脈における文化政策研究とケアの理論の接点を「文化的コモンズ」の概念を介して探り、経済価値だけにからめとられない言葉で、いかにして文化政策の研究や実践を語りなおすことができるかを議論する出発点とすることを目指しました。
シンポジウムでは、現在のケア理論を牽引し、「共にケアする民主主義」のビジョンを打ち出したジョアン・C・トロント先生に、ケアの概念を紹介する講演を行っていただきました。そして、長年、日本とドイツの「現場」で、社会包摂系文化政策の在り方を探求し、現在はインター・ローカルな文化的コモンズの創出に取り組む、藤野一夫先生を討論者としてお招きしました。

ジョアン・C・トロント
（ニューヨーク市立大学、ミネソタ大学名誉教授）
ミネソタ大学およびニューヨーク市立大学で政治学・名誉教授。 オベリン大学を卒業後、プリンストン大学で博士号を取得。 著書に『Moral Boundaries : A Political Argument for an Ethic of Care』（1993年）、『Caring Democracy: Markets, Equality and Justice』（2013年）、『Who Cares? How to Reshape a Democratic Politics』（2015年＝岡野八代訳（2020年）『ケアするのは誰か？ 新しい民主主義のかたちへ』）のほか、ケアの倫理に関する50以上の論文がある。彼女の著書・論文は、フランス語、スペイン語、イタリア語、ポルトガル語、ギリシャ語、日本語、韓国語など、多くの言語に翻訳されている。 2015年には、オランダの人文科学大学から名誉博士号を授与され、ブラウン民主主義賞を受賞。 2007年にはフルブライト・フェローとしてイタリアのボローニャに滞在。 現在はニューヨーク在住。
藤野一夫
（芸術文化観光専門職大学芸術文化・観光学部教授、神戸大学国際文化学研究科名誉教授）
ベルリン自由大学フェローなどを歴任、神戸大学名誉教授。日本文化政策学会副会長、(公財)びわ湖芸術文化財団理事、(公財)神戸市民文化振興財団理事等。近年の編著に『地域主権の国 ドイツの文化政策』(美学出版)、『基礎自治体の文化政策』(水曜社)、『市民がつくる社会文化 ドイツの理念・運動・政策』(水曜社)など。

In recent years, neoliberal values have become dominant in the field of cultural policy, as evidenced by the introduction of new public management (NPM) into the management of cultural institutions. However, a type of research and practice of cultural policy focusing on social exclusion and inclusion has emerged simultaneously.
The "Arts/Care/Cultural Policy" Research Group organized attempts to connect cultural policy research and care theory in light of this polarization. In this forum, we explored how to bridge cultural policy research and care theory in the context of contemporary Japan through the concept of "cultural commons.” This is our first public discussion on how to rethink the research and practice of cultural policy in terms not bound by economic values alone.
Professor Joan C. Tronto, a leading figure in current care theory, gave a lecture on democratic care. Professor Kazuo Fujino has long explored the nature of socially inclusive cultural policies in Japan and Germany and is currently working on the creation of inter-local cultural commons. He was invited as a discussant.

Joan C. Tronto is professor emerita of political science at the University of Minnesota and the City University of New York. A graduate of Oberlin College, she received her PhD from Princeton University. She is the author of Moral Boundaries: A Political Argument for an Ethic of Care (1993) and Caring Democracy: Markets, Equality and Justice (2013), and Who Cares? How to Reshape a Democratic Politics (2015) and over fifty articles about care ethics. Her work has been translated into many languages, including French, Spanish, Italian, Portuguese, Greek, Japanese, and Korean. In 2015, she was awarded an honorary doctorate by the University for Humanistic Studies in the Netherlands and won the Brown Prize for Democracy. She served as a Fulbright Fellow in Bologna, Italy in 2007. She currently lives in New York City.
Kazuo Fujino

Kazuo Fujino is a vice-president of Public University Corporation in the pref. Hyogo, Professional College of Arts and Tourism, Professor Emeritus of Graduate School of Intercultural Studies, Kobe University. His area of specialization is the relationship between art and society, mainly in the performing arts of Germany and Japan. He has published numerous books and articles on Richard Wagner. He is a vice-president of the Japan Association for Cultural Policy Research and has been involved in many cultural policy initiatives on a local level. Among his recent publications are "Publicity of Public Cultural Institution—Administration, Cooperation, and Philosophy" (2011), “Creation of the Community and Reform of Public Interest Incorporated Association” in The Administrative Reform and the New Initiative of the Cultural Creation (2013), "Föderalistische Prägung der Deutschen Kulturpolitik"(2017), "Cultural Policy in Municipalities"(2019) , "Soziokultur in Deutschland" (2021) and "Cultural Policy for all" (2022).
